September - Early October 2019

Provide a complete draft of the Preliminary Qualification application to Treasury not fewer than three (3) business days before the Treasury meeting. (Bond counsel delivers)

Mid-October 2019
Meet with the Michigan Department of Treasury in Lansing at 10:00 a.m. or 1:30 p.m. at Treasury offices in Lansing.

October 21, 2019 (or special meeting by November 8, 2019)
Adopt a resolution approving Application for Preliminary Qualification to issue bonds.

By October 23, 2019 (No later than November 11, 2019)
Deliver Application for Preliminary Qualification to bond counsel for filing with Department of Treasury (at least four weeks prior receiving Prelim Qualification approval from Treasury).

By December 6,2019 (No later than December 13, 2019)
Receive Preliminary Qualification approval from Treasury.

December 16,2019 (No later than December 16, 2019)
After receipt of Treasury approval, adopt Resolution placing the bond proposal on the ballot at the March election.

No later than 4:00 p.m., Tuesday, December 17, 2019
Certify text of ballot proposal to the School District Election Coordinator (the Oakland County Clerk) (the “Clerk”) immediately after adopting the resolution described above.

2020

February 2020March 2020

No later than February 3, 2020*
Responsible Clerk must publish notice of last day for receiving registrations in a newspaper of general circulation in the School District once. The notice of last day of registration must include:  
1) the offices, if any, to appear on the ballot;
2) a caption or brief description of any ballot proposal to appear on the ballot; and
3) the location where an elector can obtain the full text of any ballot proposal to appear on the ballot (MCLA 168.498(3)).
Prior law required that the full proposal be included in the notice.  Despite the change, we continue to recommend that the full proposal be included in the notice.

February 10, 2020*
The last day the Clerk receives registrations. Registrations received after the Clerk’s office is closed on this day cannot vote. The Clerk should have someone available in his or her office on this day during regular business hours.

No later than March 3, 2020

Prior law required that the full proposal be included in the notice.  Despite the change, we continue to recommend that the full proposal be included in the notice.  At a minimum, consult with counsel regarding the description of the proposal to be included in the notice.

Responsible Clerk posts notice of election in at least two (2) public places in each election precinct in the School District (optional but recommended).

March 7, 2020
Last date for Absent Voters Application, accepted until 2 p.m. MCL 168.759(1).  Location for application will be determined by School District Election Coordinating Committee Plan filed with Secretary of State. Emergency applications (sudden disability, sickness or death in the family) for absent voter ballots may be made until 4 p.m. on election day. MCL 168.759b.

March 10, 2020
Conduct election.  Polls should be open from 7 a.m. to 8 p.m.  All electors must be registered electors of the School District.  The election will be conducted by the responsible clerks as provided in the School District Election Coordinating Committee Plan.


March 14, 2020
No later than Sunday, March 14, 2020 at 1 p.m., the Board of Canvassers should meet to canvass the results of the election.

No Later Than March 24, 2020
As soon as possible after the meeting, but in no event later than March 24, 2020, the Board of Canvassers should complete its canvass and adopt a resolution canvassing the election results

Immediately After Form is Certified
After the canvass is certified, certificates of the determination of the results should be filed in the following places: one (1) copy to the Board of Education, one (1) copy to the Oakland County Treasurer, one (1) copy to the Oakland Schools and one (1) copy to bond counsel.
